No, the regular smilies look like (^^) and (;^^), I've seen them on a public service announcement poster on the train station and they are distinctly different, representing a more homogeneous culture.

Akihabara was nice but I missed the Akihabara Slasher by one day.
Unfortunately the streets are overrun by Middle Eastern pimps and people of African descent from 1-6 am, so I spent all my time in a 24 hour Internet cafe where you can borrow from an extensive collection of manga and magazines and buy snacks and a pillow while staying in a private booth to do Internet related business.
