Listened to the whole thing.
JSR is one of my favorite VGM soundtracks ever, but if it weren't for the title it would just be a generic dj set spinning enough bland music to make you forget the good parts (which take like half an hour to start to appear).
It has almost none of that unique cartoony, whimsical, and catchy hip-hop vibe that made the whole JSR experience so compelling.
B- would not listen again.

I didn't experience JSRF first-hand but from listening to its soundtrack I don't think it was that different from JSR.
I suck at describing music, but if we talk attitude, this set is trying to say "hey, I'm a respectable DJ and here's some underground electronic music you are not cool enough to know about", while the JSR soundtrack was basically saying "whatever man, I had these sample CDs laying around and I just felt like making some funky shit".
But maybe it's just me missing the time Sega was cool and didn't pretend it was.

Sega is still alright. Look at Ryu ga Gotoku/Yakuza, Valkyria Chronicles and most of their arcade division (including VIRTUA FIGHTER).

It's got the workings of a good game, but all the Virtuaroids handle like boats, which ruins the quick, action packed battles the series is known for, and makes the heavier VRs practically useless. Temjin has about the same turning speed Belgdor and Raiden did in the first game.
It did have Apharmd the Hatter though.

There was a PC version of the first game that had rudimentary netplay. But I agree, I'd buy a PS3 or Xbox 360 just to play it.
