I didn't experience JSRF first-hand but from listening to its soundtrack I don't think it was that different from JSR.
I suck at describing music, but if we talk attitude, this set is trying to say "hey, I'm a respectable DJ and here's some underground electronic music you are not cool enough to know about", while the JSR soundtrack was basically saying "whatever man, I had these sample CDs laying around and I just felt like making some funky shit".
But maybe it's just me missing the time Sega was cool and didn't pretend it was.
