I understand (ExE)-san's desire for more users but I don't believe it should be a concern for users or administrators of a site not run for profit. Advertising the site is unnecessary, the "existing internet addicts" you want to attract already use email/im/irc/rss as a way to discover new sites and content.
On a constructive note what ever happened to the VIP Quality links website from some thread? Implementing something like mfisn (http://mfisn.com/) on a subdomain like the imageboard can be a way to "increase the number of VIP QUALITY posters regularly coming to SAoVQ." A VIP links site would require VIP Quality moderators with VIP Standards to avoid another Digg/Reddit shitfest which is another can of worms.
